Formations and outcomes
A formation is a referent, not its members
Cedar Valley's Water Stewardship Formation, a fictional example.

Who takes part
Participants keep their own identities
The formation refers to them by RID; it does not absorb them.
Rendering diagram…
The outcome has its own RID. Having one says nothing about whether it was achieved.
Distinctions
Three things the formation is not
Each is related to the formation, and each can change without changing it.
A document that describes the formation and may be amended.
A participant in a role; the role can pass to someone else.
Members join and leave; participation is a dated relationship.
Over time
Changes that leave its identity in place
Each is recorded as a dated relationship by the coordinating space.
Rendering diagram…
A renamed participant keeps its RID, so the formation's records need no edits.
State
Domain stages are not identity states
Formation state stays with its space; the registry keeps identity status.
Initiation, enrollment, coordination, intervention, measurement, review, closure.
Active throughout the work. Retirement is a separate, authorized decision.
A closed formation is still cited, audited, and resolvable.
Results
Achievement is asserted, with evidence
Report, assessment, and challenge all concern one outcome, and need not agree.
Rule
An RID identifies the outcome. Whether it was achieved is a claim, made by someone, with evidence, open to dispute.
